Background of the Study
Nigeria has faced increasing security challenges in recent years, with insurgencies, banditry, and other criminal activities threatening both urban and rural communities. In response to these challenges, the administration of Muhammadu Buhari implemented a range of security policies aimed at strengthening national defense, enhancing intelligence capabilities, and empowering local communities to play a role in their own security. One of the key responses to security threats in northern Nigeria has been the support for local vigilante groups, which operate in tandem with formal security forces to combat crimes such as banditry and terrorism.
In Sokoto North, Sokoto State, local vigilante groups have become integral to the fight against insecurity. These groups often rely on traditional knowledge of local terrain and community networks to provide intelligence and assist formal security agencies in maintaining peace. Buhari’s security policies, including the creation of the Community Policing Strategy and support for local security initiatives, have had significant implications for the operational capacity and legal standing of vigilante groups in the region.
This study aims to assess the effect of Buhari’s security policies on local vigilante groups in Sokoto North. It will examine how these groups have benefited from or been constrained by national security policies and what impact their activities have had on local security. The research will also explore the relationship between the government, law enforcement agencies, and vigilante groups in promoting security in Sokoto North.
Statement of the Problem
Despite the federal government’s emphasis on strengthening national security through formal military and police channels, local communities have often had to rely on vigilante groups to address specific security challenges in their regions. In Sokoto North, the role of these groups has become increasingly significant, yet their effectiveness is largely shaped by the policies enacted by the Buhari administration. While Buhari’s security policies have aimed to formalize and support community-based security efforts, the actual impact on local vigilante groups in Sokoto North remains under-researched. This study will explore the ways in which Buhari’s policies have influenced these groups’ operations, as well as their role in maintaining security in the region.

Scope and Limitations of the Study
This study will focus on the effect of Muhammadu Buhari’s security policies on local vigilante groups in Sokoto North, Sokoto State. It will examine the operational capacity of these groups, their contributions to local security, and their interactions with law enforcement agencies. The study will be limited to Sokoto North and will not extend to other regions or states in Nigeria. The study will also focus on the period during Buhari’s administration, particularly from 2015 to 2023.
